{"id":15052,"date":"2018-05-31T09:00:00","date_gmt":"2018-05-31T09:00:00","guid":{"rendered":"http:\/\/statescoop.scpnewsgrp.com\/bill-allowing-police-drones-to-watch-parties-almost-passes-in-illinois\/"},"modified":"2021-09-03T12:49:13","modified_gmt":"2021-09-03T16:49:13","slug":"bill-allowing-police-drones-to-watch-parties-almost-passes-in-illinois","status":"publish","type":"post","link":"https:\/\/statescoop.com\/bill-allowing-police-drones-to-watch-parties-almost-passes-in-illinois\/","title":{"rendered":"Bill allowing police drones to watch parties almost passes in Illinois"},"content":{"rendered":"<p>    The Illinois House of Representatives last week narrowly rejected a bill that would&#8217;ve greatly expanded the state&#8217;s police departments to deploy unmanned aerial vehicles to surveil any gathering of at least 100 people.   <\/p>\n<p>    The measure, which would&#8217;ve encompassed public and private events alike, had already passed the Illinois Senate and had the backing of Chicago Mayor Rahm Emanuel, but was defeated by Chicago-area Democrats wary that it would be used to target predominantly black neighborhoods.   <\/p>\n<p>    Under current state law,\u00a0police agencies in Illinois\u00a0can use drones only when necessary in\u00a0life-threatening emergencies, such as a natural disaster, missing-persons case or terrorism incident.\u00a0The bill spurned last week would&#8217;ve opened drone usage up to any large assembly of people, ranging from block parties and large family gatherings to events as large as the Lollapalooza Music Festival, which draws nearly 200,000 people to the shore of Lake Michigan.   <\/p>\n<p>    The bill&#8217;s backers in the Illinois Senate, where it was approved almost unanimously, said police drone surveillance could help deter    <a href=\"https:\/\/www.ilnews.org\/news\/justice\/bipartisan-opposition-nearly-kills-bill-to-allow-police-drone-surveillance\/article_d62189b2-604a-11e8-923f-ab393c6b9e9b.html\">     incidents similar    <\/a>    to the mass shooting at a Las Vegas\u00a0music festival last October that\u00a0killed 58 people and wounded more than 800. The legislation would have also\u00a0allowed the drones to be equipped with facial-recognition technology, which critics said could have trampled on Illinois residents&#8217;\u00a0First Amendment rights.   <\/p>\n<p>    &#8220;If this bill is passed, as drafted, during the next large scale political rally, drones could identify and list people protesting the Trump administration,&#8221;\u00a0Karen Sheley, director of the American Civil Liberties Union&#8217;s Police Practices Project,    <a href=\"https:\/\/www.aclu-il.org\/en\/press-releases\/new-legislation-threatens-roll-back-drone-surveillance-rules-protestors\">     said May 1    <\/a>    .   <\/p>\n<p>    The Chicago\u00a0Police Department is not a stranger to surveillance controversies. The department&#8217;s so-called &#8220;Red Squad&#8221;\u00a0in the 1960s and &#8217;70s, which gathered and shared intelligence on activists and protest groups, ended with\u00a0a class-action lawsuit in 1982 that resulted in federally\u00a0mandated restrictions on police intelligence\u00a0gathering that were    <a href=\"http:\/\/articles.chicagotribune.com\/2009-06-09\/news\/0906080419_1_dissolves-red-squad-chicago-police\">     only lifted in 2009    <\/a>    .   <\/p>\n<p>    The Chicago-area House Democrats who cast the deciding votes against the drone bill largely represent majority-black neighborhoods, and expressed concern expanded police surveillance would target their constituents.   <\/p>\n<p>    &#8220;I know this is going to be an abused process \u2014\u00a0especially on the South Side of Chicago,&#8221;\u00a0State Rep. Andre Thapedi told the    <a href=\"http:\/\/www.chicagotribune.com\/news\/local\/politics\/ct-met-drone-surveillance-bill-20180525-story.html\">     Chicago Tribune    <\/a>    .   <\/p>\n<p>
