{"id":28051,"date":"2019-10-08T21:33:13","date_gmt":"2019-10-08T21:33:13","guid":{"rendered":"https:\/\/statescoop.com\/?post_type=video&#038;p=28051"},"modified":"2019-10-09T14:41:32","modified_gmt":"2019-10-09T14:41:32","slug":"washgington-state-workforce-artificial-intelligence-jim-weaver","status":"publish","type":"video","link":"https:\/\/statescoop.com\/video\/washgington-state-workforce-artificial-intelligence-jim-weaver\/","title":{"rendered":"AI can transform state workforce, says Washington state CIO"},"content":{"rendered":"<div class=\"wp-block-embed wp-embed-aspect-16-9\">\n<div class=\"wp-block-embed__wrapper\"><iframe loading=\"lazy\" title=\"NASCIO Midyear 2019: Washington CIO James Weaver (Pt. 1)\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/mX_aqxi0CI4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<\/div>\n<p>Emerging technologies like artificial intelligence and robotic process automation aren\u2019t just fancy new toys, says Washington state Chief Information Officer Jim Weaver, but tools that will help the state reconfigure its workforce.<\/p>\n<p>\u201cEmerging technology is really helping us to streamline operations,\u201d Weaver says in a video interview with StateScoop. \u201cSo what I\u2019m looking at in the State of Washington, particularly within my own agency is two-thirds of our workforce today is focused on operational components and I would like to change that paradigm to have the majority of our workforce focusing on strategy design and transition, because in my mind that\u2019s where we\u2019re going to provide the most value back to our agencies.\u201d<\/p>\n<p>This is the appropriate niche for an information technology office like his, Weaver says. In Washington state, Weaver leads Washington Technology Solutions.<\/p>\n<p>\u201cI\u2019m not able to compete with the supplier community on service operations because they have that market optimized,\u201d Weaver says. \u201cIT, as you know, is a commodity and from a state perspective, that\u2019s not an area I can compete in with suppliers.\u201d<\/p>\n<p>Weaver, a former IT official in Pennsylvania, <a href=\"https:\/\/statescoop.com\/pennsylvanias-james-weaver-named-washington-state-cio\/\">was appointed Washington state\u2019s CIO<\/a> in November 2018. Using technology to change how the state\u2019s employees work has been a key priority under his leadership.<\/p>\n<p>\u201cSo when it comes to the paradigm, I want us to focus on strategy design and transition opportunities and bring a lot more value,\u201d Weaver says. \u201cAnd that\u2019s where I see a lot of emerging technologies, especially around AI and RPA, helping to streamline those and introduce those technologies effectively where we can within the agencies to drive business value.\u201d<\/p>\n<h4>Weaver on his top priorities:<\/h4>\n<p>\u201cI can summarize my top priorities in three areas. It\u2019s about governance, it\u2019s about financial accountability and it\u2019s about technology convergence.\u201d<\/p>\n<h4><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/VpsCzP0DhCo\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><br \/>\nWeaver on cloud computing:<\/h4>\n<p>\u201cCloud\u2019s our next evolutionary step we need to take in the State of Washington. We need to go to cloud for a lot of reasons. First and foremost is getting access to the newer technologies.\u201d<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/zJSazSr3udE\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h4>Weaver on cybersecurity:<\/h4>\n<p>&#8220;At the end of the day, bad actors want the data. While we\u2019re never 100 percent secure, if you will, on the perimeter, we do a very good job on doing the compliance, the regulatory and the overall security of the
