{"id":48311,"date":"2022-02-24T16:47:23","date_gmt":"2022-02-24T21:47:23","guid":{"rendered":"https:\/\/statescoop.com\/?p=48311"},"modified":"2022-02-24T16:47:23","modified_gmt":"2022-02-24T21:47:23","slug":"city-cios-new-titles-new-brand","status":"publish","type":"post","link":"https:\/\/statescoop.com\/city-cios-new-titles-new-brand\/","title":{"rendered":"City CIOs gain new titles, &#8216;new brand&#8217; following pandemic work"},"content":{"rendered":"<p>With the COVID-19 pandemic placing a premium on civic technology and digital service experts, city CIOs across the country are taking on new responsibilities \u2014 and new titles.<\/p>\n<p>Over the past several months, tech leaders in San Jose, California, and Orlando, Florida, and elsewhere have been elevated to \u201chigher seats at the table,&#8221; said Orlando Deputy Chief Financial Officer <a href=\"https:\/\/statescoop.com\/orlando-cio-rosa-akhtarkhavari-cfo-role\/\">Rosa Akhtarkhavari<\/a>. Akhtarkhavari, who&#8217;d served as the city\u2019s CIO since 2010, was last October appointed to her current position to gain a larger role in strategic planning. She told StateScoop that the demand placed on city CIOs during the COVID-19 pandemic to engage with nearly every city department made them more valuable than ever.<\/p>\n<div id=\"attachment_48054\" style=\"width: 160px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-48054\" class=\"size-thumbnail wp-image-48054\" src=\"https:\/\/statescoop.com\/wp-content\/uploads\/sites\/6\/2022\/02\/Headshot-Rosa-Akhtarkhavari-1.png?w=150&amp;h=150&amp;crop=1\" alt=\"\" width=\"150\" height=\"150\" \/><p id=\"caption-attachment-48054\" class=\"wp-caption-text\">Rosa Akhtarkhavari (City of Orlando)<\/p><\/div>\n<p>\u201cI\u2019ve been noticing the trend,\u201d Akhtarkhavari said. \u201cThe role of technology and data has been highlighted during incident response, so whether that is a natural incident, man-made incident or a pandemic. I think this is where the value of technology and most of all data \u2014 what data we collect, how we share that data and how we use that data \u2014 become very critical.\u201d<\/p>\n<p>CIOs are gaining new responsibilities in other cities, too. Evanston, Illinois, CIO Luke Stowe this month took the additional title of acting deputy city manager as part of\u00a0an effort to build a technology-friendly city hall.<\/p>\n<p>The cross-departmental work that city CIOs performed over the past two years has given them a \u201cnew brand,\u201d said San Jose Deputy City Manager <a href=\"https:\/\/statescoop.com\/city-government-remote-work-unanswered-questions\/\">Rob Lloyd<\/a>. Lloyd had served as San Jose\u2019s CIO since 2016 until he was promoted to his new role in December \u2014 a position he took largely because he felt it would enable him to do \u201cwork that\u2019s going to be incredibly meaningful and that\u2019s going to reshape communities for a long time.\u201d<\/p>\n<p>\u201cYou see the CIO interact and perform in a way that can often go unnoticed, and I believe that organizations really took notice of that and said, &#8216;wow, look at these CIOs run,\u2019&#8221; Lloyd said. \u201cWith the last two years, we have more clarity about how much technology enables, how many barriers it collapses, and we have such good relationships if we played our cards well for the organization and the community. There\u2019s an openness and willingness.\u201d<\/p>\n<p>Lloyd \u2014 who is still acting as the city\u2019s CIO, as is Akhtarkhavari in Orlando \u2014 said the rapid-fire solutions that he and his team were forced to create for other city departments during the pandemic around logistics, remote work and cybersecurity built up the credibility of the CIO position in city government. As deputy city manager, Lloyd said he&#8217;s been assigned to work closely with the San Jose Department of Transportation and the city\u2019s airport, two organizations that he regularly worked with as CIO. But if you come with something about <a href=\"https:\/\/www.sanjoseca.gov\/your-government\/departments\/housing\/memos-reports-plans\/homeless-reports\">homelessness<\/a> near the airport, you\u2019re going to have interest from the FAA, the CDC, you\u2019re going to have homeless advocates, business advocates, residents \u2014 they\u2019re all going to have opinions.\u201d Lloyd said.<\/p>\n<p>The ability to \u201ccollapse barriers\u201d and come up with quick solutions is a skill that future CIOs will have to exercise as well, he said, as the tolerance for CIOs who only manage technology is \u201cpretty low now.\u201d<\/p>\n<p>\u201cYou need the connects, you need to make sure you don\u2019t use technology to make people feel stupid. You need to resolve business problems and then you can get the support and the organization for staffing, funding, and even more just the trust there, you can have conversations you wouldn\u2019t otherwise have,\u201d Lloyd said. \u201cThe expectation is that the next person is going to be just as good, if not better, at having those
