{"id":6024,"date":"2018-02-07T20:02:00","date_gmt":"2018-02-07T20:02:00","guid":{"rendered":"http:\/\/statescoop.scpnewsgrp.com\/under-new-ceo-premise-brings-crowdsourced-research-to-government\/"},"modified":"2021-09-03T14:19:44","modified_gmt":"2021-09-03T18:19:44","slug":"under-new-ceo-premise-brings-crowdsourced-research-to-government","status":"publish","type":"post","link":"https:\/\/statescoop.com\/under-new-ceo-premise-brings-crowdsourced-research-to-government\/","title":{"rendered":"Under new CEO, Premise brings crowdsourced research to government"},"content":{"rendered":"<p>Maury Blackman, the former CEO of Accela, has emerged as the new\u00a0CEO\u00a0of a\u00a0rising analytics company\u00a0that aspires to bring crowdsourced data and predictive capabilities\u00a0to local government.\u00a0<\/p>\n<p>Blackman took the helm of the analytics company Premise this week, and at a press event at the company\u2019s headquarters in San Francisco on Wednesday\u00a0he is expected to\u00a0meet with mayors\u00a0and other elected officials from major cities\u00a0to demo the Premise platform.<\/p>\n<p>In an interview with StateScoop, Blackman said he decided to take the position because of the value he saw in Premise to uncover\u00a0unique\u00a0insights, a high-valued asset\u00a0in government.<\/p>\n<p>The\u00a0Premise platform\u00a0gives its customers an analytics\u00a0dashboard to measure crowdsourced\u00a0data collected through\u00a0social media\u00a0and the company&#8217;s\u00a0mobile\u00a0app. The mobile app, currently available\u00a0on Android, pays residents to submit research\u00a0in the form of photos, surveys and user tracking data.\u00a0Residents\u00a0earn small sums of\u00a0cash by\u00a0taking photos of a nearby vending machines,\u00a0walking a certain route, or filing out questionnaires based a specific issue.<\/p>\n<p>\u201cWhat I saw here at Premise is a horizontal technology that is essentially building a marketplace of contributors.\u201d Blackman said. \u201cI thought that this is great technology\u00a0because it is flexible, it\u2019s mobile, and from a tech perspective\u00a0has a supportable platform that can operate almost anywhere in the four corners of the world.\u201d<\/p>\n<p>Mayors reported in attendance at the company&#8217;s demo event\u00a0include:<\/p>\n<ul>\n<li>Keisha Lance Bottoms of\u00a0Atlanta\n<\/li>\n<li>Dave Bieter of Boise, Idaho\n<\/li>\n<li>Stephen Benjamin of\u00a0Columbia, South Carolina\n<\/li>\n<li>Sylvester Turner of Houston, Texas\n<\/li>\n<li>Tom\u00e1s Pedro Regalado of Miami\n<\/li>\n<li>Bill Peduto of Pittsburgh\n<\/li>\n<li>Libby Schaaf of Oakland, California<\/li>\n<\/ul>\n<p>Unlike common analytics tools \u2014 that typically just process and visualize data \u2014 Premise hopes to be dominant player\u00a0in\u00a0the data science market\u00a0with a platform that generates insights\u00a0through crowdsourced data collected in real time.<\/p>\n<p>Premise says it\u00a0ensures data accuracy via algorithms that scan for false or duplicate photos and text responses, along with GPS\u00a0tracking that ensures location accuracy.\u00a0The company says its\u00a0network has\u00a080,000-plus\u00a0contributors and operates in more than 30 countries.<\/p>\n<p>Blackman said that for cities, the\u00a0Premise analytics\u00a0dashboard and mobile app\u00a0could offer a next generation 311 service, a technology that would not only allows residents to report common issues like potholes and graffiti, but through its paid crowdsourcing network, provide real-time updates as well as predictive assessments to city departments.<\/p>\n<p>\u201cFor 311, for the longest time, mayor&#8217;s offices and city managers were captivated by this idea of connecting with citizens about problems in their neighborhood, but what they had a real challenge doing is getting the citizens to participate in that,\u201d Blackman said. \u201cOne of the big opportunities is to use data science to basically predict where people should be looking for these potential challenges.\u201d<\/p>\n<p>Major competitors in the 311\u00a0web services market\u00a0include SeeClickFix,\u00a0PublicStuff and FixMyStreet, companies that each take their own approach to using crowdsourcing to collect data government needs to solve non-emergency issues in their communities.<\/p>\n<p>Premise says it is marketing itself to governments so they can conduct resident and visitor surveys to\u00a0track public opinion in social media, measure accessibility compliance and to check on infrastructure\u00a0like signs, sidewalks and buildings. Outside of the public sector, Premise says it plans to expand its services in international development, security and consumer goods.<\/p>\n<p>Looking at the technology\u2019s future, company founder\u00a0David Soloff said Premise decided to hire Blackman because of his\u00a0business skills and his\u00a0experience in government technology, a key market\u00a0for the company.\u00a0Though Blackman replaces Soloff as CEO, the founder will continue to\u00a0serve\u00a0the company as its chairman.<\/p>\n<p>Blackman led the civic tech company Accela for 16 years where he expanded the company\u2019s many permitting, licensing and asset management services to hundreds of jurisdictions in state, local and federal government. Blackman will use this experience, the company says,\u00a0and Premise\u2019s\u00a0<a href=\"https:\/\/www.crunchbase.com\/organization\/premise\">$61 million in financial backing<\/a>\u00a0from investors like Andreessen Horowitz and Google Ventures, to attract new government customers and hire new talent.<\/p>\n<p>Premise was founded in\u00a02012 and has developed its technology internationally to assist governments and non-governmental organizations.\u00a0In Columbia, the platform\u00a0helped fight the Zika Virus by assisting the government to analyze\u00a0photos of standing water, the breeding ground for mosquitos.\u00a0In Kenya, Premise used\u00a0patient surveys to\u00a0aid\u00a0healthcare providers to\u00a0administer\u00a0treatments for HIV. In the Philippines, Premise also helped officials to learn which stores are complying with a national cigarette and alcohol tax via storefront
