{"id":69477,"date":"2025-02-24T16:04:33","date_gmt":"2025-02-24T21:04:33","guid":{"rendered":"https:\/\/statescoop.com\/?p=69477"},"modified":"2025-02-24T16:05:10","modified_gmt":"2025-02-24T21:05:10","slug":"secretaries-of-state-ask-dhs-to-retain-essential-election-security-services","status":"publish","type":"post","link":"https:\/\/statescoop.com\/secretaries-of-state-ask-dhs-to-retain-essential-election-security-services\/","title":{"rendered":"Secretaries of state ask DHS to retain essential election security services"},"content":{"rendered":"\n<p>The National Association of Secretaries of State on Friday sent <a href=\"https:\/\/www.nass.org\/sites\/default\/files\/Election%20Cybersecurity\/2.21.25%20NASS%20Board%20Letter%20to%20Sec.%20Noem.pdf\">a letter<\/a> to U.S. Department of Homeland Security Secretary Kristi Noem, noting a preference that she retain certain services used by state and local election officials to protect the nation\u2019s critical elections infrastructure.<\/p>\n\n\n\n<p>The request arrives as the former South Dakota governor \u2014 who prides herself in being the only state leader not to have accepted federal cybersecurity funding via the Infrastructure Investment and Jobs Act \u2014 evaluates further cuts to her department and its Cybersecurity and Infrastructure Security Agency.<\/p>\n\n\n\n<p>The association, which <a href=\"https:\/\/www.nass.org\/memberships\/secretaries-statelieutenant-governors\">includes<\/a> members from secretaries of state and other top election officials in 40 states and territories, strikes a cooperative tone, first congratulating Noem on her appointment last month, and also requesting \u201cofficial, ongoing, timely communications.\u201d<\/p>\n\n\n\n<p>Officials throughout state government, including several secretaries of state, have told StateScoop in recent weeks that they receive few updates from federal agencies, including DHS, about upcoming programmatic changes, and that they\u2019re unclear on what will happen to the funding and technical support they receive. New Mexico Secretary of State Maggie Toulouse Oliver last week told StateScoop that she\u2019s in a \u201cdifficult place\u201d as she searches for a way to fund critical protections of her state\u2019s election systems.<\/p>\n\n\n\n<p>\u201cMost of us are starting our legislative sessions,\u201d she said. \u201cOurs is very short in New Mexico and we didn\u2019t even have the foreknowledge to be able to relay to our legislature that we were going to be losing out on a lot of these tools and resources.\u201d<\/p>\n\n\n\n<p>Pennsylvania Secretary of State Al Schmidt <a href=\"https:\/\/missouriindependent.com\/2025\/02\/24\/election-officials-blast-trumps-retreat-from-protecting-voting-against-foreign-threats\/\">called it<\/a> \u201cfoolish and inefficient\u201d to remove federal support from state election efforts.<\/p>\n\n\n\n<p>Acting CISA Acting Director Bridget Bean circulated an internal memo this month announcing a \u201creview and assessment\u201d of the agency\u2019s misinformation efforts, before DHS eliminated about 400 positions, <a href=\"https:\/\/www.nytimes.com\/2025\/02\/20\/business\/trump-foreign-influence-election-interference.html\">including more than 130 CISA staff<\/a>.<\/p>\n\n\n\n<p>The Elections Infrastructure Information Sharing and Analysis Center, meanwhile, <a href=\"https:\/\/statescoop.com\/federal-cuts-election-security-secretaries-state-2025\/\">lost a critical part<\/a> of its cooperative agreement with DHS, which could mean the organization\u2019s closure. The EI-ISAC, which is operated by the New York nonprofit Center for Internet Security, has distributed more than 1,000 Albert sensors, devices that help elections officials detect anomalous network activity, to state and local governments over the last several years.<\/p>\n\n\n\n<p>NASS\u2019s letter \u2014 signed by Minnesota Secretary of State Steve Simon, the group\u2019s president, and Mississippi Secretary of State Michael Watson, its president-elect \u2014 notes that the nation\u2019s elections systems were designated by DHS as critical infrastructure in 2017. They write that the services provided by DHS and CISA have for years helped election offices defend against \u201csophisticated cyber threat actors including nation-state and cybercriminal groups.\u201d<\/p>\n\n\n\n<p>The letter names seven services that secretaries of state have been using to protect the nation\u2019s critical infrastructure, including cybersecurity services for election offices, physical security assessments for voting locations and election offices and support for the EI-ISAC, which the secretaries of state said \u201cincrease the situational awareness of election offices by notifying officials of cyber threats experienced in other states or jurisdictions.\u201d<\/p>\n\n\n\n<p>Other core services they ask Noem to retain include incident response planning resources and tabletop exercises, \u201con-the-ground\u201d incident response report during active threats and cyberattacks, intelligence briefings, and the Election Infrastructure Government Coordinating Council and its meetings, which they said has a \u201cunique structure [that] allows state and local election officials to provide meaningful input to ensure services are implemented effectively and address concerns about any potential federal overreach.\u201d<\/p>\n\n\n\n<p>President Donald Trump\u2019s administration, meanwhile, has <a href=\"https:\/\/www.nytimes.com\/2025\/02\/20\/business\/trump-foreign-influence-election-interference.html\">shown every sign<\/a> of disbanding campaigns against foreign influence, including shutting down the government\u2019s anti-misinformation efforts.
