Marlowe tells the Priorities Podcast that the shutdown is causing project delays, and has been especially damaging for IT operations. \u201cIf you see a delay in the approval of any of that project planning process, it ripples through the entire project, throws off the entire timeline and ultimately costs a lot more,\u201d he says. Being forced to rely less on the federal government, he says, accelerates a national trend that\u2019s been underway since the 1950s. \u201c[It\u2019s] forcing a lot of states and localities to fundamentally rethink their partnership with the federal government,\u201d Marlowe says.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-this-week-s-top-stories\">This week\u2019s top stories:<\/h3>\n\n\n\n<p>Alex Pettit, <a href=\"https:\/\/statescoop.com\/colorado-cto-oregon-digital-transformation-2025\/\">who has served<\/a> as the chief information officer of Oregon and Oklahoma, announced last week that he\u2019s returning to Oregon to serve as its digital transformation officer. Pettit, who most recently served as Colorado\u2019s chief technology officer, wrote online that he\u2019s excited to \u201cbring hard-won experience from the field and apply it to familiar soil.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/statescoop.com\/ai-procurement-guide\/\">A new guide published<\/a> by the nonprofit Open Contracting Partnership aims to provide government officials with a resource containing the best practices for procuring AI technologies. \u201cAI adoption and AI procurement are diverging,\u201d said one of the group\u2019s program managers. The guide is hoped to bring those back into alignment.<\/p>\n\n\n\n<p>Following <a href=\"https:\/\/statescoop.com\/whistleblower-case-att-erate\/\">a recent decision<\/a> by a federal judge in Wisconsin to send a whistleblower case from 2008 to trial, an AT&amp;T subsidiary could be forced to repay millions it received in federal broadband subsidies.
