{"id":8643,"date":"2017-10-04T19:18:00","date_gmt":"2017-10-04T19:18:00","guid":{"rendered":"http:\/\/statescoop.scpnewsgrp.com\/3-cities-show-what-a-national-startup-in-residence-program-can-do\/"},"modified":"2021-09-03T14:19:54","modified_gmt":"2021-09-03T18:19:54","slug":"3-cities-show-what-a-national-startup-in-residence-program-can-do","status":"publish","type":"post","link":"https:\/\/statescoop.com\/3-cities-show-what-a-national-startup-in-residence-program-can-do\/","title":{"rendered":"3 cities show what a national Startup in Residence program can do"},"content":{"rendered":"<p>Civic\u00a0tech startups from three cities recently\u00a0showcased how they are rethinking solutions for challenges like affordable housing, child\u00a0care, permitting, and procurement at a presentation in San Francisco.<\/p>\n<p>Officials and entrepreneurs from the <a href=\"https:\/\/startupinresidence.org\/\" target=\"_blank\" rel=\"noopener\">2017 Bay Area\u2019s Startup in Residence (STiR)<\/a>\u00a0program\u00a0met Sept. 29 to present solutions created during\u00a0a\u00a016-week collaboration process. <a href=\"https:\/\/startupinresidence.org\/stir\/about-stir\/teams\/\">The software prototypes they shared<\/a>\u00a0were enhanced by\u00a0technologies like\u00a0artificial intelligence, data analytics and the Internet of Things, each applied with the goal of\u00a0answering common obstacles faced by cities.<\/p>\n<p>Through the program, which will expand nationally in 2018,\u00a0each startup works alongside a\u00a0city department\u00a0to solve a problem with a digital solution, thus providing\u00a0the city with new technology\u00a0and\u00a0startups with a real-world use case to market their products.<\/p>\n<p>San Leandro Mayor Pauline Cutter said her city\u2019s participation in the program this year and last year unlocked new technologies previously out of reach for the local government, while infusing new working methods and thought processes into departments.<\/p>\n<p>It usually takes the city\u00a0about five years to buy technology,\u00a0Cutter said, but\u00a0these startup\u00a0partnerships have\u00a0fast-tracked this process. STiR uses a <a href=\"https:\/\/startupinresidence.org\/stir\/playbook\/solicit-and-select-startups\/\" target=\"_blank\" rel=\"noopener\">procurement method called RFP\u00a0Bus<\/a>\u00a0to quickly\u00a0batch\u00a0startups and cities into a\u00a0single RFP.<\/p>\n<p>\u201cSometimes, as a city, you don\u2019t always have the opportunity to try things, and time is the most valuable thing of all, so by putting this together, setting it up like this and giving our staff time to try new things, [STiR\u2019s value] can\u2019t be understated,\u201d Cutter said. \u201cThis program actually promotes the technology that all of us really yearn for.\u201d<\/p>\n<p><strong>&#8216;Highly complex\u00a0and very painful&#8217;<\/strong><\/p>\n<p>This year, San Leandro partnered with\u00a0two startups \u2014 Bexi and Yo Gov. Bexi\u00a0assisted the San Leandro Library System in developing a mobile tool that through a Facebook chat\u00a0bot and a website that\u00a0drives residents and visitors to historic sites, artistic venues and commercial zones. Yo Gov\u00a0helped the city\u00a0to design a\u00a0dashboard that enables residents\u00a0easy access to digital services and customized\u00a0suggestions.<\/p>\n<p>Tony Batalla, San Leandro\u2019s head of IT, said Yo Gov\u2019s dashboard is a fix to the city\u2019s overcrowded and confusing website. The dashboard is already in beta and a public launch is slated for the first half of October. Future plans will be to add federal and state services to dashboard to make its features more comprehensive.<\/p>\n<p>\u201cThis is great \u2014\u00a0it checks off exactly what we wanted,\u201d Batalla said. \u201cWe wanted a personalized experience, something that is customized to you, relevant for what you want and I feel like this will increase our traffic and increase [civic] engagement.\u201d<\/p>\n<p>San Francisco was the most heavily engaged of all the cities,\u00a0working with six startups on seven projects. One included the use of an artificial intelligence tool to guide procurement and another included\u00a0a data\u00a0analytics platform that\u00a0identifies\u00a0properties\u00a0that are\u00a0ideal locations to build\u00a0affordable housing.<\/p>\n<p>To improve procurement, the San Francisco startup YETI joined staff from San Francisco\u2019s Office of Contract Administration (OCA) and Committee on Information Technology to develop a chat bot described as the Amazon Alexa\u00a0or Apple\u00a0Siri of\u00a0procurement. Named PAIGE\u00a0(Procurement Answers &amp; Information Guided Experience), the chat bot directs city employees through the procurement process while acting as repository for staff forms, templates, documentation and a Q&amp;A section that clarifies procedures.<\/p>\n<p>\u201cAnyone who knows anything about government procurement will tell you that it is highly complex and very painful for everyone involved,\u201d OCA\u00a0Assistant Director Robert Henning\u00a0said. \u201cEvery time some asks me, &#8216;What is an RFP,&#8217;\u00a0a small piece of my soul dies. I don\u2019t want do it anymore and I literally jumped at the opportunity to help build a tool that leverages AI to answer the questions that drive me crazy.\u201d<\/p>\n<p><strong>Analytics that build homes<\/strong><\/p>\n<p>Tackling the city&#8217;s and <a href=\"https:\/\/statescoop.com\/analytics-heighten-warnings-on-california-housing-crisis\" target=\"_blank\" rel=\"noopener\">California\u2019s affordable housing crisis<\/a>, the San Francisco Mayor\u2019s Office of Housing &amp; Community Development worked with entrepreneurs at URBANSIM to design an analytics tool \u2014 called\u00a0Penciler \u2014 that evaluates properties that may be strong candidates for city-backed affordable housing projects. Today the office does much of the work manually and the tool is expected to save hours of time selecting optimal sites based on zoning codes and other regulatory requirements.<\/p>\n<p>With high real\u00a0estate prices, San Francisco is at the epicenter of California\u2019s affordable housing crisis and Mara Blitzer, director of housing development at the Housing and Community Development Office said the tool\u00a0is desperately needed.<\/p>\n<p>\u201cWe\u2019re very excited about this, not only because we think it will be very helpful,\u201d Blitzer said. \u201cBut also because we can imagine several possible future uses for Penciler, such as analyzing the impacts of policy on building feasibility, or scaling Penciler up to analyze affordable housing at the neighborhood or city level.\u201d\u00a0<\/p>\n<p>San Francisco Mayor Ed Lee was scheduled to make an appearance at the event, but Blitzer said he had joined California Governor Jerry Brown to announce a spate of new legislative actions that are intended to help the city fund new affordable housing units every year and clear the path for construction.\u00a0<\/p>\n<p>\u201cIn San Francisco, we have committed to building 30,000 new and rehabilitated housing units by 2020, and with more than 17,000 units created, we are well on our way to meeting this goal,\u201d Lee <a href=\"http:\/\/sfmayor.org\/article\/mayor-lee-approval-state-housing-package\">said in a statement<\/a>. \u201cEarlier this week, I signed an executive directive that will increase the rate of building in our city, allowing us to create 5,000 housing units each year for the foreseeable future.\u201d<\/p>\n<p>The success the STiR program, founded by Nath in 2014, has prepared it to become a national initiative in 2018 when it will be managed by SuperPublic, a federally-funded innovation lab in San Francisco. The expansion,\u00a0Nath said, is stirred by a desire to modernize government, to create an initiative for public and private collaboration and to promote economic development on a larger scale.\u00a0<\/p>\n<p>\u201cThis program is designed around a really simple idea \u2014\u00a0that the best way to solve challenges is by working together across departments, across cities and across
